The Board shall respond to suggestions from Circuits, Societies and Departments regarding development of new projects in Church life. Initial contact from a Society or Circuit will be made with the Secretary of the Board through the Circuit Superintendent.

The Board shall take initiative and be proactive in identifying areas of opportunity throughout Ireland.

The Board shall develop and formulate strategies for Church Development. The Board shall set up an Investigative Group - where appropriate - to carry out an in depth inquiry in respect of any prospective project. The Investigative Group shall assess and confirm opportunities, consult with the local Society and Circuit and reflect on the opportunities in light of their Mission Statement. It shall seek to quantify and encourage local ownership and possible involvement, assess existing resources both property and personnel, report to and bring recommendations to the Board.

The Board shall recommend how financing can be provided, including the realization of assets.

The Board shall appoint a "Task Force" with the skills and gifts needed to implement the recommendations made.

The Board shall monitor and review each situation on an on going basis and determine the length of time a team spends on any project.

The Board shall not be responsible for funding, but projects approved by the Church Development Board shall be eligible for funding both from Mission Ireland and the Property Board.
